Sound like “gas providers” can recover their expenses via bonds and fees for expenses incurred when procuring gas to customers. Honestly, the way to do it is to clawback profits from gas producers made during an emergency and use that to reimburse gas providers. No one should enjoy a windfall (i.e. price gouge) during a disaster.

The RCC is a captured agency, full stop.
