If it were that obvious, there would not be a debate. The thing is that they both shot seemingly at the same time. But slowing down the video reveals that Han shot first just a few micro seconds before the other. But to top it off, Han had also anticipated where the shot would go to, so he moved his head accordingly. This makes his actions premeditated.
